Haji orders arrest of CS Rotich, PS Thugge over Arror, Kimwarer dams scandal

DIRECTOR of Public Prosecution Noordin Hajji has ordered the arrest and prosecution of Treasury Cabinet Secretary Henry Rotich over the multibillion-shilling Arror and Kimwarer dams’ scandal.

 Speaking at a  press conference on  Monday Mr Hajji also ordered the arrest of PS Kamau Thugge and  other  senior government officials accused of flouted procurement rules and committed illegalities in the two dams. According to DPP, the Kerio Valley Development Authority (KVDA) flouted the procurement rules in handing the Arror and Kimwarer dams contract to CMC di Ravenna in which the contract was inflated by Sh17 billion.

He says the contractor (CMC di Ravenna) also submitted a design of the dams four years after the required time. Haji also ordered arrest of CMC di Ravenna top directors

“We borrowed, the loan had an interest, borrowed more money to pay for the interest, this is massive loss of public finance.’’

A total of 28 officials and entities are to be charged.

They include: EAC PS Susan Koech, Kerio Valley Development Authority managing director Kipchumba Kimosop, Treasury chief economist Kennedy Nyachiro and Treasury director of resource mobilisation Jackson Kinyanjui.
